It's a dedicated dispatch, not a general upgrade applied to every job that happens to be in a hurry.
It doesn't suit freight that can move on the regular scheduled network without a dedicated vehicle, since that's better served by Next Day or Backloading. Hotshot describes a dedicated, direct dispatch, not a guaranteed arrival time or a faster version of every job.
